"The important thing to remember is the illegal and unacceptable nature of the occupation of a part of our territory by a foreign power against the will of the Cuban people," he said.
"It is an illegitimate military occupation. That is what makes the difference," he reiterated.
The US Southern Command has deployed the fast-attack submarine USS Helena to Guantanamo Bay Naval Base, just hours before the Russian war fleet, which includes a frigate capable of carrying hypersonic missiles and a nuclear-powered submarine, arrived in the Cuban capital.
According to a statement from the US entity, "the location and transit of the ship were planned in advance" and is part of a "routine visit to the port."
The Canadian military, which had reported that it was monitoring Russian naval vessels, including a nuclear-powered submarine, visiting Cuba, has also anchored one of its warships on the island.
"The Canadian Armed Forces are monitoring the movements and activities of the Russian naval flotilla," the Department of National Defence (DND) said in a statement.
