The federal government has proposed a $4.6 billion plan to protect Miami's low-lying area from the effects of climate change, including building miles of levees.

The U.S. Army Corps of Engineers released a blueprint Friday proposing walls to protect the area from rising sea levels that could reach as high as 13 feet (4 meters).

El Miami Herald reported Saturday that the plan is designed to protect tens of thousands of homes and businesses from flooding.

The plan also calls for movable barriers at the mouths of three waterways, elevating and protecting thousands of buildings across the county and restoring mangroves in vulnerable areas.

The plan does not contain any previous proposals to buy hundreds of homes and turn them into parks or open spaces.

The Corps of Engineers plans to hold online public meetings on the proposal on Tuesday and Thursday of this week.

And the people of Puerto Rico who don't care are still waiting for part of the 72 billion from 3 years ago from the 2 category 4 and 5 hurricanes to channel the rivers and dams that almost all are from the years 1940-1960.
